The h2x plugin system is mainly for working with nested reflexive. All command lines will start with the layer that you currently editing like "1." except for tab commands and *. For example, if the int16 were editing is not in a reflexive, it would be on level 1. The first reflexive would be as well. And then any int16 or reflexive in that would be on level 2 and so on.
